Bedrock Infrastructure Advisory (“Bedrock”) is a consulting services company focused on providing procurement and structuring advisory services related to Project Finance and Public-Private Partnerships (“PPPs” or “P3s”) infrastructure projects and transactions.

Bedrock is headquartered in Miami, FL, with ample access to the United States, Latin America and the Caribbean regions. Bedrock is a minority-owned company and a premier diversity partner in the Project Finance and PPP infrastructure investment markets. Our team is composed of associated consultants with proven experience in Project Finance and PPP projects and transactions.

David Alvarez is the Principal of Bedrock. David has over 15 years of experience in the origination, preparation, procurement and closing of Project Finance and infrastructure Public- Private Partnership (“PPPs”) projects. David has advised on projects and transactions for over US$3.2 billion in investment value. David has worked extensively with private concessionaires, local and state governments in successfully formulating and delivering privately financed infrastructure projects. His extensive career as advisor includes having served as Resident Advisor for the Infrastructure Finance Team of the U.S. Department of the Treasury, and principal consultant positions at leading technical consulting firms where he managed projects in the United States, the Caribbean, and Latin America. From 2009 to 2013, David Alvarez served as the first Executive Director of the Puerto Rico Public-Private Partnerships Authority. David Alvarez holds a Master of Science in Urban & Regional Planning from Florida State University (2000), and a Bachelor of Arts in Economics and International Relations from West Virginia University (1997).
